MBTA Communities Zoning

An Act Enabling Partnerships for Growth, also known as the Economic Development Bill, was signed into law in January 2021. It included a range of housing provisions including the addition of Section 3A to Chapter 40A of Mass. General Laws, also known as the Zoning Act. It requires designated MBTA communities to adopt zoning districts where multi-family zoning is permitted by-right, plus meet other requirements set forth in the statute.

The Town of Millbury is classified as an MBTA Adjacent Community due to the MBTA commuter rail stations in neighboring Worcester and Grafton. As such, the Town is required to adopt certain zoning that complies with the requirements of the statute by the December 31, 2024.
